Finance / Administration Support Manager – Clondalkin Addiction Support Programme (CASP) – Dublin 22

Fixed term contract, 21 hours per week for first 6 months when weekly hours will be reviewed.

C.A.S.P.  – Clondalkin Addiction Support Programme

C.A.S.P. is dedicated to providing a holistic, integrated, ethically – based, community focussed addiction treatment service. Our focus is on the physical, psychological, social, emotional and overall well- being of those affected and their families in the community who are living with the impact that addiction has on their lives.

CASP provide the following service in Clondalkin and Mid-west region:

Detoxification/stabilisation/maintenance programmes
Counselling
Health Care
Rehabilitation programme
Outreach street work/ drop ins
Needle Exchange
Prison Links
Family Support
Under 18s (Mid west service)
Holistic therapies
Community Development

CASP is funded via HSE and Clondalkin Drugs Task Force.  It is managed by a Voluntary Management Committee with representatives from statutory, voluntary, community and private sectors.

Key roles and responsibilities:

Responsible for managing all aspects of accounting functions and processes for the organization in order to meet the requirements and criteria of our funders, statutory bodies etc.
Manage the delivery of accurate and timely financial information and reports to Management Committee.
Drive improvements and efficiencies in accounting operations processes.
Responsible for HR administration
Responsible for first line IT support and ensuring that systems are in place to secure and  protect data in line with best practice

The specific responsibilities are as follows:

Financial control – managing the inflow and utilization of funds – including budget development and management, cost control, value for money audits, payroll  administration (including tax and social welfare), and negotiating contracts with outside insurance, IT, security, utility providers etc. – under the direction of the Project Manager
Liaising with funding agencies and potential funders/donors and meeting their reporting requirements.
Assist in preparation of tendering documents.
Providing a management information system to the Project Manager and to the senior management team to ensure that available funds are used to best effect to support agreed objectives.
Assist the Directors/Management Committee in ensuring corporate compliance with all legal and statutory responsibilities,   Governance Code, Charities Act, Company and Employment Law etc. and liaising with the Auditor and specialist advisers.
Supporting the HR function within CASP – including liaison with specialist advisers
Supporting the IT function within CASP – to ensure that IT supports the organization to best effect and that records are secured in line with best practice.
Supporting the Fund-raising function within CASP
Supporting the development of appropriate administrative systems for all current CASP projects and any future projects CASP may take on and ensuring processes and procedures are documented and robust.
Assist Project Manager and management team  to explore options for long term financial sustainability

Experience / qualifications required:

Accounting Technician qualification or Part Qualified Accountant
Strong financial systems experience (Sage Payroll, Accounts or similar) and strong on MS Excel Spread sheet Skills
Good accounting technical knowledge and financial analysis accounting experience
Strong administration experience  including  running an  accounting department, managing HR records and HR  related  issues,  driving improvements and  internal reporting experience.
Experience of managing data security desirable
Previous experience of working within the voluntary sector an advantage
