OVERALL PURPOSE OF THE JOB
The Finance Manager has primary responsibility to support the Executive Director with regard to overall financial planning, management and control of the Irish Section and the Foundation. The post holder has delegated budgetary responsibility for the finance team. The post holder provides input into the operational planning and is responsible for the budgetary process of the section and the Foundation and will attend regular management meetings as required.
MAIN RESPONSIBILITIES
Providing the overall financial control of the Irish Section, including monitoring of budgets;
Ensuring timely and accurate completion of monthly management accounting reports, within the agreed deadlines;
Ensuring timely and accurate production of budgets, profit forecasts and other management reports as required;
Controlling cash flow, managing cash resources and ensuring that donations and legacies are processed in the most tax efficient matter;
Liaising with:
Auditors regarding completion of year-end financial statements,
Pension Administrators and maintaining records for the Section’s pension scheme,
Company Insurers to ensure sufficient insurance cover
The Section’s bank in relation to financing arrangements
International Secretariat regarding SFR and assessment
Mortgage lender to provide reports
Amnesty Local Groups regarding financial accounts and producing regular statements for the Groups
Maintaining and developing of accounting and financial reporting systems;
Tax planning and co-ordination;
Line management responsibility for 4 staff working in the finance and database function;
Overseeing of payrolls, tax and PRSI processes for full-time and part-time salaried staff;
Preparing revenue commissioners’ returns;
Preparing budgets and reports for externally funded projects;
Preparing rental and service charge invoice registers and management, including invoicing and cash collection;
Attending board meetings and presenting to the Board on a regular basis;
Ensuring appropriate financial controls are in place and are being adhered to;
Record keeping in line with company and statutory requirements;
Keeping finance policy and procedure up to date with accounting standards and best practice (e.g. SORP), in keeping with national legislation, and in line with the operational plan;
Developing and achieving strategic plan objectives and the associated operational plan;
Adherence to the line managers’ responsibilities for health and safety as laid out in the Irish Section safety statement;
Any other duties as may be assigned by the Directorate from time to time in addition to or in lieu of the above.
Ideally, the successful candidate will have:
Proven experience in a senior finance role with a national or international organization;
Experience in the charity/NGO sector an advantage;
Fully qualified accountant;
Proven capability to operate at a strategic level;
Previous experience in managing and motivating people, including knowledge of performance management systems and familiarity with best practice in managing people;
Comprehensive knowledge of accounts software, e.g. Sage or similar;
Advanced knowledge of Microsoft Excel;
High level of numeracy, i.e. aptitude for working with numbers and balancing accounts;
Excellent organizational skills and ability to produce accurate work;
Ability to work on own initiative as well as part of a team.
The salary for this full-time fixed-term contract until the end of 2015 is approximately €48,000-53,000 per annum, depending upon experience.
