Summary:
As part of Reach Deaf Services continual drive for higher standards of professionalism and good governance, we are seeking a HR manager. The person will continue to deliver these standards across Reach Deaf Services operations in the area of HR. The role holder will manage a small HR team and be the main point of contact for HR matters within the organisation.
The Successful applicant will play a key role on the senior management team through the development of our organisational strategy designed to enable a positive and inclusive culture where everyone can thrive. They will have responsibility for effectively managing the HR Team in ensuring day to day activities of the HR function provide an efficient, effective, and compliant HR Service to the Organisation and its employees.
Ensure the HR Function partners with the organisation and responds to agreed and identified organisational needs. Actively participate and shape the culture and people strategy to align to our visions and values and keep abreast of any upcoming legislative matters, design and update HR Policy, review of pay ranges, implementing a structured training and development offering, engaging with employee unions.
Support and develop the HR Generalist and work closely with service managers and others across the operation.
To be successful in this position you will be a curious, driven and analytically minded individual with knowledge & experience of governance/regulatory matters within HR and a wider organisational setting. An understanding of remuneration regulations would be ideal. You will be able to look at things from a different perspective and be confident owning HR Policies.

Duties and Responsibilities:
Deliver a professional HR service across all areas of Reach Deaf Services. This includes acting as the senior point of contact for all HR queries within the organisation, addressing all queries in a timely manner and supporting managers through the management of employee performance – probationary period and performance management processes
Manage Large scale strategic HR projects across the organisation
Be fully abreast of all current HR legislation and ensure changes implemented appropriately within Reach Deaf Services – Advise and support managers on developments in employment law, best practice and practical applications to assist in staff management
Identify training and development needs within the organisation and ensure consistent practices are applied in a professional manner supporting HIQA standards and also leading towards future requirements from CORU and other legislative bodies facilitating the delivery of a Professional service across the organisation
In partnership with the Data Protection Officer ensure that all data protection requirements are in place
Provide support and guidance to the CEO with regard to any staffing/ employment issues and any changes in legislation around HR & governance
Oversee Garda vetting procedures for the organisation ensuring all staff are correctly vetted and records maintained.
Management of best practice recruitment processes
Provide support to the facilities manager in ensuring organisational safety statements are relevant and up to date
Oversee the quarterly review of the organisations risk registers and any required mitigants put in place
Ensure structures are in place to provide Reach Deaf Services staff, and service users effective interpretation of ISL and English
To monitor the functioning of the centres to ensure compliance with the National Standards and children and vulnerable adults’ regulations
Manage the culture plan for the organisation across all departments

There will be a number of HR initiatives / projects each year that the HR Manager will be required to manage or lead.

Knowledge and Experience
Appropriate 3rd level qualification in Human Resource Management
At least 5 years relevant HR experience, previous HRBP or HR Manager experience
FETAC Level 4 – Irish Sign Language desirable or willingness to achieve within two years. The organization will fund the cost of the training for Level 3 and 4
Ideally CIPD qualified or equivalent
