General functions

Under the overall guidance of the Chief of Mission and under direct supervision of the Senior Programme Manager and indirect supervision of the Senior Operations Assistant, the incumbent’s duties are as follows

Core functions/Responsibilities

Respond to written and oral enquiries from potential clients and their representatives regarding voluntary return to their country of origin.
Provide in-person counselling to applicants, prepare and complete
application forms, verify existing documentation and verify that the application meets the programme criteria prior to submission to the Department of Justice and Equality for authorization; if necessary discuss individual applications with social and health care officials and/or DJE officers.
In the context of the above, arrange for interpretation/translation services to be available during teleconferences with applicants, and record such translation requests.
Assess the specific reintegration needs of vulnerable returnees, in particular of those, who require medical and/or psycho-social attention and follow-up on needed action with I0M-Missions and/or local NGOs prior and
post return.
Provide counselling of applicants regarding specific reintegration activities and evaluate individual business plans (for self-employment initiatives) or professional training and employment opportunities; furthermore monitor and coordinate such reintegration activities with individual applicants as well as I0M office and NGO partners pre- and post-return.
If required, assist returnees in obtaining valid travel documentation, either through the relevant Embassy or in co-operation with the Department of Justice and Equality to facilitate their travel and re-entry to country of origin.
Arrange air and ground travel for returnees by the most direct & economical route to final destination in country of origin, which entails CRS (Amadeus) reservations or on-line bookings, provision of transit visas, and visa
waivers, if necessary, and all related administrative procedures in Mimosa and I-Gator
Assist returnees at departure (including check in, airport clearance, financial assistance for travel when required).
Whenever required, enlist transit assistance of I0M offices en route and send pre- and post-departure notifications to the Department of Justice and Equality and I0M Missions.
Ensure all relevant financial records, which include all costs incurred by returnees, are maintained on file, and provided to the Senior Finance and Admin Assistant in a timely manner for further processing.
Provide assistance to programme refugees/resettlement cases, by liaising with the Government’s Resettlement Unit through the Office for the Promotion of Migrant Integration, I0M Field Missions, UNHCR and ICRC offices in countries of residence and manage all resettlement activities to Ireland
Assist with family reunification cases including liaising with 10M missions in Country of Origin and Sponsor in Ireland. Assist in travel arrangements including collection of funds from Sponsor. Assist at airport when family
members arrive including meeting persons airside and escorting them through immigration.

Education and Experience:

A relevant third level qualification and/or relevant work experience.
Detailed knowledge and understanding of asylum and migration issues in Ireland and globally.
Four year experience in the field of international development/human rights/assistance to vulnerable groups; prior work in assistance to migrant population an advantage
Excellent knowledge of MS Office Applications (particularly Excel)
Strong work ethic, ability to follow procedures clearly and to work harmoniously with colleagues within a team in a multi-cultural environment. Ability to work independently with remote supervision
Strong communication with excellent people and presentation skills and adaptable to working in a variety of settings is essential

Languages

Fluency in oral and written English required. Any other IOM official language is an advantage.
