Founded in 1954, European Movement (EM) Ireland is the longest established Irish NGO working on European affairs.  An independent, not-for-profit, membership organisation, EM Ireland works to develop the connection between Ireland and Europe. We facilitate links between all sectors of Irish society and the EU, through advocacy campaigns, education programmes, training courses, information briefings and networking events.

Job title: Policy and Programmes Manager

Job purpose

Reporting to the Executive Director, the Policy and Programmes Manager, which is a new role, will be responsible for planning and implementing EM Ireland’s policy output in line with our strategic plan. The successful candidate will also have overall responsibility for European Movement (EM) Ireland’s core education and youth programmes, as well as some external initiatives we manage. The Programmes and Policy Manager will also work on engaging with the organisation’s increasing membership, partners and stakeholders, through the provision of training, policy briefings and other supports.  This is a busy, hands-on role and we are looking for someone with drive, passion, ambition and commitment to join our team and grow the organisation.

Key objectives and main responsibilities

Develop EM Ireland’s Advocacy, Programmes and Policy areas in line with European Movement Ireland’s new 5 year Strategic Plan
Design and implement the policy output of the organisation through the provision of written briefings on European issues for EM Ireland’s diverse audience, including the management of the Accountability project and other initiatives (e.g. Policy Briefings, Oireachtas Submissions etc.)
Work closely with the Executive Director to provide training and other supports to the organisation’s members, partners and stakeholders
Leverage policy developments and other relevant opportunities to raise public awareness of European and EU issues, in collaboration with the Head of Communications and Development
Manage a range of educational and youth programmes including: Blue Star, College of Europe, and ‘EU in 20,’ secondary school talks
Identify sources of support for education and youth programmes and manage all aspects of funding applications and emerging projects
Develop and maintain key relationships with stakeholders, funders, partners and members
Support and manage staff members as assigned
Act as a representative of European Movement Ireland as appropriate and act in accordance with the objectives and ethos of the organisation
Undertake other duties as may be reasonably required from time to time commensurate with the seniority of the pos

Experience and knowledge

Experience of at least 3-5+ years in an advocacy /public affairs/policy role in any sector
Research skills with experience of writing user-friendly content on complex issues is essential
The ideal candidate will also have a detailed knowledge and understanding of European affairs, Irish political affairs and the policy environment in particular
Experience of developing, implementing and reporting on funded projects and Programmes; experience of working with funding agencies
General Project management with a track record of delivering on objectives
A proven ability to meet deadlines in a fast-paced setting while maintaining accuracy and attention to detail
Knowledge of non-governmental organisations and the environment in which they operate
Education to honours degree level in a third level institution in a relevant discipline

Skills and special aptitudes

Highly motivated; ability to multitask and manage a complex workload in a fast-paced and changing environment within a small dynamic team
Excellent oral, written, and verbal presentation skills with the ability to communicate and interact with a varied national and international stakeholder base through various means

Proactive, highly-organised, with a keen interest in current affairs and public policy development
Experience of working on funded projects and collaborating on international tenders would be advantageous
Previous experience of working in Brussels in an EU Institution or Agency, or the Oireachtas would be desirable
Experience working as part of a collaborative team and flexibility allied to the nature of the work of the organisation in terms of occasional unsocial hours
Experience of using Social Media fora (e.g. Facebook, LinkedIn, Twitter, etc.) from an organisational perspective would be welcome
Though not essential, knowledge of other European languages would be useful
Full driving license and use of car would be helpful

Location: Based in Dublin at European Movement Ireland Offices with occasional travel

Relationships: Reporting to the Executive Director, the successful candidate will work closely with other team members and s/he will manage a number of officers and interns.

Terms: This is a 2 year appointment.  Salary scale for this position starts at €40,000 and is commensurate with experience.
