Enterprise Development Officer
Our Mission: The Ballyfermot/Chapelizod Partnership Company Limited aims to collectively work to increase the economic base and resources of the community, and to develop and sustain the education, work and life opportunities of all the people of the area.
The Role: The Enterprise development officer will be responsible for the delivery of the enterprise actions outlined in the SICAP programme, and will work in close collaboration with the staff team in the coordination and development of the employment/self-employment strategy of the Partnership.
Reporting: The Enterprise Development Officer will report on a day to day basis to the Employment Services Manager.
Principal Duties & Responsibilities:
To implement the SICAP Programme of Activities
To support the creation and development of self-employment opportunities for the Long term unemployed and other identified marginalised groups in Dublin 10.
To provide enterprise/business support to support self-employment on a case load basis
To support the set-up of business
To concentrate resources and activities on long-term unemployed people, those in danger of becoming long-term unemployed and other disadvantaged groups such as women and young people.
To ensure that the target clients avail of the range of supports available from the Department of Social Protection.
Support the development and delivery of Social Economy Businesses
To develop and implement training and mentoring initiatives.
Commission appropriate training to support and promote self-employment
To liaise with the Manager of the Partnership in managing the budget allocated to Enterprise creation and to locate further funding opportunities.
Finance/Administration
In conjunction with the Manager and Financial Administrator, draw up annual budgets and monitor and control spending.
Meet periodically with the management team to report and plan on activities/policies in relation to the service and provide a monthly Executive Report to the Partnership Board.
Preparing financial and operational returns to the Manager, Board and external funders.
Maintain IRIS client management system and all related project files
To conduct and contribute to the collection of data to monitor impact of the SICAP programme
Networking Function
Contributing at a local and national level to the formulation of policy and best practice in the provision of employment/self-employment policy and practice
Liaising with key stakeholders including the local businesses, the Department of Social Protection, local traders networks, community, statutory and voluntary agencies.
Maintaining the public profile of the Partnership and furthering its aims through development of an effective communications policy and strategy.
Person Specification:
Qualifications:
Candidates should hold a degree from a recognised third-level institution, preferably in a relevant discipline such as, business management, or a field relevant to the nature of the post. In exceptional circumstances, a candidate may be appointed who does not hold a degree but who possesses a very considerable amount of job-related experience.
Experience:
Candidates must have at least 2 years’ experience in a similar environment.
Candidates must possess extensive knowledge and/or experience of the Local Development Sector and in particular self employment supports and social economy
People Management:
Maintaining a high level of staff motivation and a positive team work environment.
Ability to work as part of a small team and on own initiative
Administration/ICT
Excellent communication skills, both written and verbal
Excellent organisational, administrative and ICT skills
Accurate and methodological approach
Professional Attributes:
Flexible, with willingness to travel and work outside normal office hours
Strong inter-personal skills and ability to develop positive working relationships with a wide range of people and organisations
The Enterprise Development Officer may be allocated other duties and responsibilities as determined by the Manager and Partnership Board
Terms and Conditions
Salary: €37,500 (subject qualification and experience)
Hours of work: 35 hours per week.
Full clean driving licence
