Summary of the post:
The Human Resource Officer is a member of Human Resurce Team and reports to the Head of HR, Community Health Organisation 2, HSE West or delegated officer. This post will be assigned to the change management team Aras Attracta, Swinford, Co. Mayo. The purpose of this post is to support the Change Management Project Team and provide operational Human Resource support to the management team at Aras Attracta under the direction and guidance of the Head of HR or designated officer.

Overview / Duties and Responsibilities:
In performing their duties the HR Officer must operate within the relevant HR policies and financial guidelines of the HSE including those laid down by the National Director of HR.
The HR Officer will be a member of the CHO Human Resource Team and assigned to the Change Management Team for CHO 2.
Supporting the change residential to community transition
Support the Management Team and employees, in all aspects of the change process.
Participating in, and if necessary, conducting negotiations with employees and staff representative groups in relations to all personnel matters. This includes participating in Workplace Relations Commission referrals.
Promote quality by reviewing and evaluating service regularly, identifying changing needs and opportunities to improve services
Promote a culture that values diversity and respect in the workplace
Adopt a flexible adaptable attitude to work and workload. Act as a change agent and model for embracing change
Identify training needs of staff at Aras Attracta with the clinical leads and develop individual training plans required to support the staff during the change process and to develop the required skills of staff.
Support the development of staff to maximise potential in line with personal and organisational goals.
Source training as required and ensure individual training records are maintained and monitored as required.
Support the Director of Services in the development of a Performance Management system within Aras Attracta.
Responsibility for the HR function for Aras Attracta:
Review of staffing levels, deployment, work practices and cost and development of appropriate policies in these areas.
Promote good working practice and uniformity of standards of best practice
Ensure application of Human Resource Policies and Procedures.
Promote a safe working environment in accordance with Health and Safety legislation
Ensure effective systems, reporting and analysing HR data and metrics.
Monitoring of sickness/absence and implementation of local and national control measures at Department and Centre level.
Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria:
Candidates must have at the latest date of application:
Significant experience of working in a Human Resources role within a health or social care setting as relevant to this role.
Experience of delivering change projects involving multiple stakeholders
Experience of dealing with Industrial Relations matters including negotiations with staff and staff representative groups in relation to personnel matters.
Possess the requisite knowledge and ability for the proper discharge of the duties of the office
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
