Background
The TLC Kidz programme is a group based intervention programme for children and their mothers who have experienced domestic violence. The programme is based on The Community Group Programme for Children Exposed to Woman Abuse: a Concurrent Group for Children and their Mothers (Children’s Aid Society of London and Middlesex, 2006).
It was developed, and is delivered by an interagency group in North Tipperary made up of representatives from Ascend, North Tipperary Community Services, HSE Adult Mental Health, Tusla Childcare Service, Tipperary Regional Youth Services, Barnardos and MOVE North Tipperary. More recently interagency groups have been established in other areas – Carlow, Clonmel and Ballybeg in Waterford. In addition, a refuge in Waterford city has also delivered the programme.
Evaluation of TLC Kidz
Barnardos and Tusla are seeking proposals for an evaluation study of TLC Kidz. There are two main objectives to the study; to evaluate the effectiveness of the TLC Kidz programme in contributing to positive outcomes for children; and to identify the key features and strengths of the programme in achieving desired outcomes. In addition to contributing to the evidence-base, this will support the steering group to determine priorities and advance the strategic direction of the programme.

Timeframe
The closing date for the submission of proposals is 14th August, 2017. It is expected that the evaluation will commence in August 2017, with the final report completed by the 31st October, 2017.
Finance
The maximum budget for the study is €12,000, inclusive of all costs.
