This Invitation to Tender
To provide expertise, knowledge and practical supports to SICAP local community groups in Waterford city and county on the legislative requirements under Charities Regulatory Authority, Companies Act 2014 etc. The organisation/individual will be required to work flexible working hours meeting groups within their community and working with the board members/Trustees in meeting compliance.
In working with local community groups this support will be invaluable in their development, meeting their legislative requirements and progression on the SICAP Matrix (SICAP Programme Requirements Pgs. 22 & 23)
Key responsibilities / duties will include:
Provide information, guidance and practical support to SICAP local community groups on the legislative requirements under Charities Regulatory Authority, Companies Act 2014 etc.
Provide information, guidance and practical support on adopting the Governance Code
Agree a schedule of work with local community groups to ensure understanding of compliance requirements
Liaise with Charities Regulatory Authority, The Wheel, Companies Registration Office etc. to ensure information is current and inform groups of any new requirements to meet compliance
To liaise with Goal 1 Coordinator and staff to create an holistic developmental approach for local community groups
Organise 2-3 information/training workshops for community groups on governance and compliance
Document key progression and outcomes plus any recommendations for further support in governance
Outcomes:
16 local community groups will meet their compliance requirements through
a) Charities Regulatory Authority – registration completed
b) Governance Code – groups supported to commence and/or progress on adopting the code
c) Develop mechanisms on strategic planning and reporting
Contract requirements:
Methodologies based on community development principles and practices of empowerment, collective action, decision making and equality
Flexible approach to working hours with meetings held in community settings
Full report with recommendations on impact of governance on completion of tender
Timeframe:
July 31st 2017 to December 9th 2017
Contract Quote
Submit a proposal outline the following:
Methodologies proposed to use in progressing and developing work
Cost related to above to not exceed €8,400 – including travel and exclusive of VAT. Payment schedule will be included in the subcontract with payments over 4 increments
Essential:
The tender provider must have at least 3 years’ experience of working in the community sector
Suitable third level qualification
Proven skills and experience in governance and compliance
Links with relevant agencies and bodies e.g. Charities Regulatory Authority, The Wheel etc.
Proven group facilitation and presentation skills especially in working with volunteers in a community setting
Proven knowledge of community development practices
Proven interpersonal skills
Successful Candidate will be contracted by Waterford Area Partnership CLG on the basis of a Specific Contract for the provision of Subcontractor Services i.e. the individual will
Be responsible to ensure the outcomes of the contract are met
Agree timeframes for reporting and meetings
Provision of Tax Clearance Certificate
Provision of professional indemnity insurance
Be responsible for own transport insurance
Waterford Area Partnership CLG Goal 1 Coordinator will support the progression of the work
