South Dublin County Partnership is looking for proposals from suitably qualified professionals to carry out an evaluation of the impact of the Clondalkin Community Healthy Living House since 2010.
Context
The main aim of the Community Healthy Living Centre (Health House) based in 4 Neilstown Crescent Clondalkin Dublin 22 is to address health inequalities and inequity in access to health services in the Clondalkin area with particular focus on areas of high disadvantage. This initiative recognises the link between poverty and ill-health, the need to provide services locally in culturally appropriate ways and the need for community development and holistic approaches to health.
Target Groups
The Community Health House targets
Parents (parenting courses and child health promotion)
Women ( healthy Living programmes and stress reduction, health promotion)
Men ( healthy living programmes and stress reduction, health promotion)
Main areas of work come under the following headings:
Delivery of locally-based community health programme catering for the needs of the most disadvantaged and the initiative’s target groups
Build the capacity of local leaders to promote and advocate for community health and influence primary health care delivery
Build collaborative approaches with local statutory and community sector to address particular health issues at community level
Perform representational role on key local fora/networks with a remit for community health
Evaluation Objective
Identify and record the health and wellbeing impacts of the Health House work as described above on the people who participate in the programmes; and recommend future direction of the work.
Key Tasks
Identify the health and social impacts that specific programmes have made to the lives of people using the service through a range of interactions with stakeholders and users of the services;
Analysis of existing project evaluations
Identify current health needs in the area and from this advise on future programmes for the health house
Provide a written report that is ready for printing
Present the evaluation results back to the Health House committee, stakeholders, clients and wider community.
Creative methods of evaluating and engaging the Health House users and the wider community are particularity encouraged.
Budget: there is a total budget available of €3,300 inclusive of VAT and all relevant expenses. Cost-effective proposals are especially welcomed.
Timeframe
It is envisaged that the evaluation work will commence in November 2016 and be completed in March 2017

Award criteria
The contract will be awarded to the most advantageous tender overall – this is not necessarily the lowest stated cost but includes price, quality, technical ability and general capacity to meet the requirements of the contract in an effective and pleasant way.
Tax clearance / payment etc
The successful design agency will have to provide a current and valid tax clearance certificate. Payment will be in accordance with conditions of contract, after receipt of the products as specified in the contract.
