NCBI Services wishes to recruit a Regional Manager who will have an office base in Kilkenny or Waterford.  The successful candidate will manage NCBI services within the HSE South East Region and will report to the CEO, NCBI Services.

The Regional Manager will hold a professional qualification in social work or another relevant discipline and have at least 5 years experience of managing staff and services.  It is an essential requirement of the role that candidates have proven operational management experience in the health/ social services field, along with experience working with people with disabilities.

JOB DESCRIPTION

Regional Manager

Reporting to: CEO, NCBI Services

Purpose:  To ensure the delivery of high quality services to people who are vision impaired or blind in the region designated to you within the available resources

Manage and deliver services

Delivering services in accordance with agreed goals and objectives in line with the operational plan for services.
Management and maintenance of best practice in all interventions made by staff on NCBI’s behalf, through casework supervision and performance management.
Working closely with the CEO, NCBI Services and Service Development Managers in the development and implementation of new ways of delivering NCBI services and where appropriate, pilot new services.

Leading and co-ordinating regional services

Co-ordinating and ensuring delivery at a local level of services centrally offered by NCBI, in the areas of awareness, information, technology, library and such other services as may come to be established from time to time.
Working with volunteers in their support of quality services and social/leisure activities with people using NCBI’s services.
Plan, develop and collaborate with senior management, stakeholders and people with impaired vision, with a view to improving services.
Investigate complaints relating to services in the region in collaboration with the lead complaints officer and complete quarterly template for the CEO, NCBI Services. Support staff in dealing with complaints in line with NCBI policy
Managing and maintaining the NCBI database for the region and working towards improving the quality and usefulness of the    data outcomes that are recorded

Chairing and maintaining records of regional meetings

Implementing NCBI policy in all aspects of work in the region.

Staff Management

Management of staff in all aspects of their work i.e., performance, effective use of time, attendance, leave, projects, records and reports, training, quality, teamwork, use of regional funding and service development.
Developing and fostering a sense of “team” in the organisation which enables NCBI staff to work together in the provision of services to people in the region and across the organisation in collaboration with colleagues.
Maintenance of up to date and accurate records of all staff leave and attendance as well as any other reports that the HR department requires from the region.
Ensuring participation by staff from the region in in-service training in line with NCBI objectives.

Budget and Resource management

Maintaining records of income and expenditure within the region.
Managing and maintaining office accommodation and resource centres and liaising with management in other locations from which NCBI services are delivered.
Managing the appropriate use of resources within the region in line with NCBI service objectives and value for money objectives.
Approving and signing off regional staff expenses.

Local Representation of NCBI

Liaising with other agencies on issues which impact on people who are blind or vision impaired, NCBI staff and resources in the region.
Representing NCBI in any negotiations which impact on services, service users, or staff in the region and ensuring that representations are in line with NCBI policies and expectations.

 Contribute to Strategy and Policy development

Attending planning meetings and contributing to policy and service developments in NCBI.
Implementing relevant aspects of the Strategic Plan 2014-2016.
Participating in and where relevant enabling team members to participate in national policy and service development project teams.

Reporting and Administrative Arrangements:

To be accountable for your work to the CEO, NCBI Services.
To make all arrangements relating to holiday or sick leave with the CEO, NCBI Services and to furnish the CEO with evidence of expenses, absences, overtime and performance of tasks on agreed forms and in keeping with NCBI policy.
To keep the CEO, NCBI Services informed of potential or actual service developments, or changes in your region relating to staff, service users, premises, funding and relationships with other agencies.

To carry out your role at all times in a professional manner that is consistent with your role and in keeping with the vision, mission, and values of the organisation.
