Resettlement Caseworker – Irish Red Cross – Dublin

SUMMARY OF ROLE
A core member of the Migration team, IRC seeks to fill the post of Resettlement Caseworker to work directly with refugees and host/families/pledgers.
Currently IRC caseworkers are working with over 150 service users and providing practical supports to migrants to access essential services through direct access to services support, signposting and referrals. The Migration Caseworker assists in the provision of one-to-one support to our service users on a variety of issues (including welfare, health services, housing, education etc.)
Under the direction of the Migration Programme Manager and working with a team of resettlement workers and wider administrative support team members, the post holder will be responsible for providing oversight to the caseworkers, management of tracking information, matching to accommodation, providing advice on decision making processes regarding service users.
The role will also require a high level of inter-agency coordination with Government, Local Authorities, and Civil Society.

Liaising with donors, government and inter-agency groups
Development of policies and procedures to support casework and service user
Working to support housing teams and matching to accommodation process – providing key mentoring support to pledges and placements
Supporting refugees in Ireland to connect with social services and integration supports

DUTIES AND RESPONSIBILITIES OF THE ROLE:
To work and report to Migration Department Manager and relevant colleagues across all Departments.
To assist in the preparation of reports for the Manager and other staff as agreed and to maintain weekly tracking of service users with up to date statistics.
To maintain accurate and up-to-date records, registers, files, case notes, correspondence etc.
To support the continual upgrading of IRC customer relationship management system that is fit for purpose.
Develop strong networks and relationships with other Irish Red Cross staff and programmes, and other external stakeholders
To attend training, conferences and meetings relevant to the post
As directed, on occasion to work out-of-hours, or stay away from home overnight to attend meetings and/or conferences. This will be facilitated via time off in lieu as per organisational guidelines
Support the cycle management of IRC support to refugees from opening casefiles, to matching to accommodation process, placement and medium term integration supports.
Support with development of framework for handing over client cases to implementing partners and/or exit from direct service supports.

To develop appropriate referral protocols with other statutory and non-statutory agencies, to liaise with statutory authorities, voluntary groups and other relevant agencies as appropriate on behalf of our service users
To support with the collations of housing options for service users, working with pledgers, public, landlords and approved housing bodies in securing housing options for clients.
Work with Cooperative Housing Ireland to develop and track available properties for placement of refugees, work with external service users
To work to develop a SOP for supporting pledgers, particularly shared accommodation providing mediation and advice to support relationships, cultural areas to support integration.
On a weekly/monthly basis review all cases, conduct closure meetings, review work plans and complete evaluation exercises
To ensure confidentiality in relation to all aspects of the service, including service user records are in line with new GDPR regulation and apart policies to be in line with such regulation.
To develop and administer training for external and internal supports such as volunteers, voluntary groups and the voluntary service pledgers and other NGOs on a local basis.
To undertake any other relevant duties within the overall scope of this post as may be required from time to time

EXPERIENCE REQUIRED
Demonstrated excellent attention to detail, organised, reliable and methodical in all aspects of the role
Experience in face-to-face client work and/or casework, demonstrating excellent communication and proven listening skills.
A minimum of 3-5 years’ experience in direct (case) work/management supporting migrants, preferably within the voluntary sector
Relevant 3rd level qualification or similar experience.
Experience of working with people from different cultural backgrounds, particularly migrants
A demonstrated understanding of asylum and migration, and associated topics, including relevant legislation
Be a team player, with demonstrated ability to plan and manage own time effectively
Ability to respect confidentiality of service users at all times and remain responsive to their specific needs, adhering to the Irish Red Cross confidentiality policy where risks to the service user or others are identified

Excellent IT skills, Excel, including e-mail, MS Office and database packages
Willing for a disclosure to be obtained from the Garda vetting unit.
Full Driving Licence and use of a car to support travel and willing to travel every week.
DESIRABLE REQUIREMENTS:
Knowledge of the work of the Irish Red Cross
Experience of working with volunteers
Ability to speak additional languages e.g. Arabic would be an advantage

CONTRACT DETAILS:
Fixed Term 6 months with possible extension
Position is located at the Irish Red Cross Head Office, 25 Denzel Lane, Dublin 2 with regular travel.
35 hour working week, based on flexitime arrangements, with attendance at meetings (weekends/evenings) as required
